Profile → Help → Support opens it on Chat. Outside a match you can also swipe in from the right edge of any screen.

The menu at the top switches between:

• Chat — a direct message thread with us, not a form.
• Ideas — suggest features and like other players' ideas (16 and older).
• Bugs — report something that's broken.
• Votes — when there's a vote on what we build next.

Getting a reply

Messages go to a person, not a bot, so a reply takes as long as a reply from a person takes. If you allowed notifications, you'll be told when one arrives.
